A public counter needs to move quickly without making a routine processing mark look like an official decision. That distinction is the foundation of a reliable stamp flow. RECEIVED can document custody, CHECKED FOR COMPLETENESS can record an administrative review, and FORWARDED can show movement. None of those phrases should imply that an application was approved, a benefit was granted, or a legal requirement was satisfied.

The best system is deliberately small. Each stamp answers one operational question, a separate case record holds the supporting details, and staff know exactly when to stop and escalate.

Begin by listing the events the counter can actually observe. A clerk can usually confirm that a packet arrived, that a visible field is empty, or that an item was routed. The clerk may not be authorized to decide eligibility, authenticity, priority, or compliance.

Reserve words such as APPROVED, DENIED, CERTIFIED, and OFFICIAL COPY for roles that have written authority to use them. If the same word has different meanings across departments, do not share the stamp.

A single queue often hides several kinds of work. Divide the flow into lanes before choosing stamp wording:

  1. New intake: first receipt of a form, payment support, or supporting document.
  2. Correction return: an item comes back after the visitor addresses a defined intake issue.
  3. Copy service: staff produce or acknowledge a copy without changing case status.
  4. Special handling: translated material, accommodation requests, sealed records, uncertain authority, or urgent safety concerns.

  • Are exception items visible without exposing their details?

If two stamps are repeatedly confused, change the wording or retire one. Training alone will not repair labels that look or sound alike.

At opening, verify the date, make one test impression, confirm that each controlled device is present, and check that exception instructions are available. At closing, reconcile items left in physical trays with open digital cases, transfer unresolved work to a named owner, and secure any stamp that could be mistaken for a decision or certification.
